The 4C’s VILLAGE

The 4C’s is a housing project for the 30 Most Indigent Families of Vigan City.  The 4C’s Village is a joint project of the Mr. Edwin & Mrs. Leilani Raquel who financed the project; the City Government of Vigan which provided the 3,983 square meter lot where the housing project now stands and the Rotary Club of Vigan which provided the supervision and management of the construction. 4C’s Village was aptly named after benefactor’s 4 daughters: Christina, Catherine, Caroline and Carmina. The village aims to provide 30 houses to 30 indigent families.

 

            The beneficiaries of the housing project were taken from a list of under privileged and indigent Biguenos identified by the Vigan City Social Welfare Department. The list was narrowed down through ocular visit and interview of the deserving recipients. Once they were identified, the beneficiaries were asked to help in building their houses; the children, women and men both young and old helped in digging the soil, laying the bricks, carry wood, pipes and steel, put up fences and many more. Through their “sweat equity” – beneficiary and volunteer labor, building their own homes becomes more meaningful and restores their sense of human dignity.

 

            On June 14, 2011, the 4C’s Village 1st Phase was completed. 10 houses were awarded to 10 deserving family beneficiaries. Mr. & Mrs. Edwin Raquel flew all the way from California to personally handover the houses. District Governor Digna Ragasa and the officers and members of Rotary Club of Vigan led by President Don Ramos  joined the Raquel Family in the handover. City Mayor Eva Medina and Vice Mayor Lulu Baquiran and the City Councilors were also present to witness the event.

 

            2nd Phase of the construction started on September 6, 2011. 5 houses are built and were turned over last December 22, 2011. The City Government provided help and labor. Rotarians took turn to visit and supervise the project.

 

            RC Makati Paseo de Roxas saw the project and joined forces to provide water filtration equipment to provide clean potable water to each family.

RC Vigan Projects

 

4C’s Village  is a housing project of the the City Government of Vigan, Rotary Club of Vigan, financed  by Mr and Mrs Edwin Raquel.

The top 10 families with the most number of hours rendered at the construction were selected as the first recipients.

One important condition of the housing was for the recipients to contribute  through “sweat equity”.

This equity require the recipients to  help at the construction for a required number of hours.

 

The houses were blessed and awarded on June 14, 2011 by Mayor Eva Marie Medina, Dist Gov. Digna Ragasa, RC Vigan President, and  Mr and Mrs Raquel.

 

The Most Indigent families of Vigan were determined by the Department  of Social Welfare and Development (DSWD) and were later interviewed by a selection committee of the RC Vigan and the DSWD.
